Multitenancy capability

Packaging Control is currently not able to provide multitenancy. You still need to specify a tenant ID - it is required for authorization against MACMA but is currently not taken into account for any function call.

As a result, if tenant data needs to be deleted, it is necessary to either uninstall or clear the Packaging Control database. For further information, refer to regular operations chapter.
