Startup dependencies

Packaging Control startup will fail when one of the following dependencies is not available/healthy:

The database stores packaging data as well as the service configuration. Without a valid configuration the service cannot start correctly.

If the portal registration fails on startup, either the portal service is not available or the credentials are not configured correctly.

If MACMA should be unavailable, the portal registration will fail and the PACO client can not call the service.
