Add the backup/restore functionality to devices

The Device Portal provides the ability to instruct the devices to create a backup file and store it in the Artifact Repository.

The saved backup file can later be downloaded from the device when instructed to do so by the Device Portal to restore the device to its previous state. In addition, it is possible to assign a created backup file to another device. This can be a supporting function, particularly when replacing devices.

Any file format and content can be used: The device only needs to be able to interpret the backup file.
