Add command processing to devices

Devices are managed in the Device Portal using the option to assign various actions to devices, which are interpreted by these devices and lead to a software update or configuration update, for example. These actions are called Commands in the Device Portal. The interpretation of the function of a command is always on the device side, as commands for the Device Portal are always generic in structure and are almost always treated the same way.
